Mr. Ronald Hubbs served The St. Paul Companies, USA, for forty-one years, the last fourteen years as President and Chief Executive Officer.

Mr. Hubbs was responsible for many “firsts” in the U. S. industry. Under his leadership, St. Paul was the first insurance company in the United States to adopt the “claims-made” concept for settling losses in medical malpractice insurance. He preserved this form of health care providers’ protection while almost all other companies abandoned the field for settling losses. The St. Paul was also the first insurance company to establish a network of conveniently located regional clinics to teach risk management and loss control procedures to physicians, nurses and hospital administration. This medical education helped prevent medical malpractice losses because of the better-informed health care personnel.

In the l960’s, Mr. Hubbs was the first CEO to recognize and apply the newly emerging principles of risk management to the practice of underwriting commerical insurance risks. And he was an early leader and champion of the cause of “no fault” auto liability and tort reform legislation in the United States. He was also an early proponent of managing an insurance company by clearly defined goals and objectives known as Management by Objectives.

Additionally, he was one of the earliest industry leaders to place the highest emphasis on technical training and professional insurance education.
